If your brother has made death threats—even indirectly—that is something the authorities should take seriously. But, as you’ve seen, when both parties live at the same address, it sometimes complicates immediate action. That doesn’t mean you’re stuck though.
You can apply for a restraining order through the Family Court or Parish Court in your area. You don’t need a lawyer to start the process, though having one can help. You explain to the court the threats that were made, and they can legally order your brother to keep his distance from you—even if you live at the same property, they may restrict his movements or interactions with you inside the home.
If you feel you're in immediate danger, you can still go to the police station and ask to speak with a senior officer or supervisor—sometimes the response changes when it's escalated beyond the front desk. Also, the police may be able to guide you toward shelters or victim support services.
Now, regarding shelters, I understand leaving isn't easy. But there are organizations in Jamaica like the Victim Support Unit and Women's Centres that can sometimes assist in situations of domestic threats or abuse. They can help with temporary safe housing or at least point you in the right direction. You can contact the Victim Support Division through the Ministry of Justice website at https://moj.gov.jm/services/victim-support.
Lastly, your safety comes first. If finding a shelter or a safe place to stay temporarily is your best option, don’t hesitate—even a relative, friend, or church contact might offer short-term help. Meanwhile, pursuing legal protection like a restraining order can give you peace of mind.
