No, the person or persons who can sign the marriage license does not have to be a member of the bridal party, it can be anyone that the bride and groom choose to be the witnesses.
Yes, typically they are usually members of the bridal party, but there is no rule or law on this.
In total then, you'll have five (5) signatures, you, your partner, the officiant or marriage officer and the two (2) witnesses, one witnessing the bride and the another witnessing the groom.
